According to the official Star Trek Star Charts a M class or Terrestrial planet meets the following requirements...
Age: 3-10 billion years
Diameter: 10,000-15,000km
Location: Ecosphere
Surface: Surface water or ice is abundant but covers no more than 80% of the planets surface
Atmosphere: Nitrogen, oxygen, trace elements
Life-Forms: Extensive vegetation, animal life, humanoids
Examples: Earth, Vulcan, Cardassia Prime
What you have there is a Class J Gas Giant

Neptune has winds in excess of 1000MPH, best be careful lest you be blown to bits.
