I want to know what the program is that makes the colour of the person like that... I don't know how to explain what im looking for

People use all sorts of things to color like that... Although I'd say the most talked about is Adobe Photoshop. Even though people may not use it, they usually tend to refer to things as being "photoshopped"... Uh.

Maybe. It is a lot easier to achieve a hand-painted look especially with some of the blending on this with Painter than you can with Photoshop. I mean, if you are jumping awesome, you can prolly do that with anything, for the rest of us, this look is prolly more unique to Painter than Photoshop.
