Simply put, hit % affects the player's accuracy with the weapon - the more, the better.

It increases the ATA of the weapon. As a result, you will have a better chance at landing normal and special attacks.

This is the ATA of the weapon & the user.
If you wanna get into the technicality of ATA & "special's hit rate", search the forums.

For every 1 percent of hit, the weapon gains 1 ATA.

But on the DreamCast, the hit% actually did increase the ATA of the weapon by your character's ATA and the weapon's ATA added together and then percentified. (new word http://pso-world.com/images/phpbb/icons/smiles/icon_razz.gif) Of course, on DC you could also find things with like -30% hit... or lower...

The way it is a percent is misleading on EP1&2, and 4.
