Rare Items

I've been playing pso for a long time im currently level 74 and recently achieved ultimate. Well my secsion id is bluefull but my problem is that I never find and rare/special weapons in boxes or from enemys I defeat can someone explain to me why the only golden item I FOUND is elfarm

I read not long ago about something that makes a char unable to use/find rare (special) items. But I don't remember what it was that did it. It mighta been some cheating-protection thing, but that's just a guess. If I come across it again, I'll post it.
