Is it true that on PSo+(not sure about other versions) you run faster as you level up?

what about when you get higher techs that the animation changes. EX.Barta LV.1 and Barta LV.15?

Techniques do change at certain tech levels. I believe they are levels 16 and 26.

so a HUmar cant see the changes?

correct, there are three levels of appearance for techs. HUmar and RAmar will have the wimpiest looking, then HUnewearl and RAmarl will have the next step up (i.e. 4 bolts of lightning on a zonde, 2 fireballs on a gifoie), and all FO's will have the final step (i.e. 7ish bolts of lightning on a zonde, 3 fireballs on a gifoie.. etc...)
