I do not know about any other systems other then US Xbox's, but I have come across quite a few people online who do not seem to realize that if you lose / cancel your Xbox Live Gamertag, that you also lose the ability to go online with any char that you may have been working on. It would seem that ST and their infinite wisdom decided to LiNK your gamertag to every single char you make. You won't lose them for offline play, but if you cancel your account; Xbox Live will not let you re-open it for some strange reason, and therefor the ability to gonline with those char's is now an impossibility.
IF you happen to come across this problem and at least want to save some items, I suggest
1/ Signing into the old gamertag
2/ Moving a char with the items to a MU and sign out
3/ Signing into the new gamertag
4/ Going to multi mode
5/ Load the old char into a temp slot
6/ Dump the items onto the new char
Other then that I can only stress that if you are a serious player and don't want to lose your "fame" then keep your gamertag.
