Can you get to the epsilon or something like that on 2 player and fight ill gills and del lillys

I don't think you can do quests in multiplayer on PSO+.

Ya you are unable to fight the Tower enemies in multiplayer for PSO+ (and regular ofcourse), yet you ARE able to do the quest Seat of Heart after a certain point in Episode 2. Once you beat that, you then unlock East Tower and then after that West Tower. It's fun to do these quests offline because of the reduced difficulty and good exp/rares that are possible to find.
