Does it actually make you stand still?
If so, can you still attack?

You can still move and attack.

It is just a name, probably referring to how well it is supposed to make you defend against enemy attacks.

It resembles a riot shield.

Riot shields are best used while standing still.

I managed to find one while I was hunting my Soul Banish. I still can't use it with my HUcaseal (I think I need to be lvl 124 or something), anyway I found this shield quiet powerfull but by the pics I saw, it looks really awfull :

It looks good on big characters (RAcast, HUcast). I use one on my GC HUnewearl though http://www.pso-world.com/images/phpbb/icons/smiles/icon_wacko.gif I quite like the look of it though.

And yeah, the reason it's called a Standstill Shield is because:
1) It's like a riot shield, which is used standing still.
2) Its description says it's heavy, which implies it would be hard to wield correctly on the move.

Nice shield. Riotlike, Big metal alloy type shield, would be hard to move.

and yes a tiny HUne/RAml can hold a shield that looks like it weights half a ton. PSO yay

That has to be the best question i've ever heard, EVER. On this board, anyways.
And if you don't have one and want one, the easiest way is to make a Viridia and get him/her into Ultimate.
Then Pipe! Pipe! Pipe!
