Weapon and Technique Questions

I needed some help on 2 things. The first is that I was wondering if there are any percent ratings on weapons like Dim Sabers and other one-hit kill type weapons on how often they work. Also on the technique charts on the site I was wondering why the power for Megid Lvl. 15 is 101 and the power for Megid Lvl. 30 is 100? Any help would be great.

dim/shadow/dark/hell weapons are all based on the enemys drk resistance if they have low resistance then a hello weapon will almost kill them all the time its like megid it has a certain chance to kill...anyways my megid is lvl 15 and i find that it works very well in ultimate caves/forest...by the way im a fomarl all the way baby!
