PSO BB "Offline" Quests

I'm new to PSO Blue Burst, and am slightly confused as to how I get the past the forest "offline" quests. I've beaten the forest and dragon normally, I've done all the tier 1 quests, and all the forest quests, yet I can't seem to unlock the cave quests. Is there something I'm missing? The Principal's office is also empty on single-player on BB, so I know I'm not just forgetting to talk to him.

Anyone have any clues? o_0

You need to complete the government quests. To undertake the quest-

Go to the principle office
Talk tot the pink girl wearing the ovenmittens
And there will be your quests.

Same for each episode. Bar EP4 doesnt have offline mode (yet)

Oh. ~_~ How annoying. I have to complete these additional online quests to unlock the "offline" quests? Bah!
