Your able to find barriers offline. They're just rare to find.

Yer i have to i have one then i fused it with a amplifirer of yellow and it turned into a yellow merge

The barriers are mainly dropped in the normal mode of the game. After making several runs through the caves and ruins I have the red barrier, blue barrier, and yellow barrier. Didn't take me too long to get the amplifiers as well. Now dos that answer your question?
