BB- Solo Mode Quests?

Okay, I was wondering this. Are all the offline quests unlocked just like the areas are, or do I have to do all the Gov Quests to get all the quests...

If I have to do the latter, I'm so trading for a Soul Eater then. >:|

Eh, I have my reasons. I've been through the Gov Quests WAY more then any of you. (JP BB + US BB = D:!)
