find a monkey king bar, grind it max, get 80 or so PDs (iirc) and go to Gallon's Shop - go to Pagini and exchange it for a Blue black stone.

you have to be a certain level HUnter with certain ATP...don't remember that part

It's 46 photon drops for a blue-black stone. Oh yeah, the monkey king bar has to be +50.
