From the page description, it says it allows Megid to pierce. Does this mean Megid will be able to kill any enemy, regardless of EDK, or does it mean that Megid will be able to strike more enemies in a row? Also, will this work with any level Megid?

Note that it's the same thing FOnewearls get naturally anyway, so Demonic Fork is a bit redundant on them (albeit cute http://www.pso-world.com/images/phpbb/icons/smiles/icon_wacko.gif).

doesnt it also add 10 levels to the megid spell?

No, not what the description says at least. It just allows Megid to strike more enemies rather than 1 at a time.

No, it doesn't make Megid any more powerful. No item in the game makes Megid more powerful, they only let Megid pierce.
