*sigh*

I'm trying to unlock soul of steel on Ultimate so I can run the first room for parts of baranz. I've done everything that is required to unlock the quest, but it still won't show up. Anyone know why? I've done Docs Secret Plan, and Ruins are unlocked...So what have I forgotten?

Essentially, you will also need to finish the Tier 4 quests also.

Wonderful. At least I know what is wrong now. I was confused because the quest guide for Soul of Steel only lists "Docs Secret Plan" as a prerequisate.
