When i was doing the Unsealed door and the Dr.Osto's Research quests, Dr. Montague didn't show up so i couldn't get him to make a weapon of an enemies part. anyone know why he didn't show up?

you must clear Dr. Ostos reseach and secret delivery. he will show up in the unsealed door after you finish them both.

thx for the welcoming, and if i already did the Dr.Osto's research and unsealed door quest without doing the secret delivery quest, then how can i get him bak without doing the quests in hard?

Complete all the other quests in whatever difficulty you're playing them in right now. After the completion of all the quests, you'll be able to do them all whenever you want (allowing you to make enemy weapons more than once per difficulty).
