Dragon Scale not in Normal?

According to this: http://www.pso-world.com/items.php?op=viewarticle&artid=2270 the Dragon Scale is found in Normal, Very Hard, and Ultimate.

But, according to someone who plays PSOBB, they told me that you can find it in Hard, but not in Normal.

Can anyone clear this up?

Actually, it wouldn't matter because most of the ID's say the same thing. I don't have BB but I say the guy is lying. Which would you believe more, a guide which is made by someone who knows what they are talking about, or a random guy who just tells you that?

The guy you referring to probably couldn't find one and was frustrated that he/she couldn't find it yet and said that it could be found in hard mode to get other players to get something they either can get but can't find or to discourage players.

Well, Tycho's drop chart (http://www.tychopso.oddigytitanium.com/DropCharts.php?diff=N&EP=4&BG=0&HL=0) shows it as a box drop in normal, and I think his is pretty reliable.
