what is the mag's IQ used for?

damage (I think) of the photon blast, and the shifta and deband PB, its IQ/10 + 1.

Also, the higher the IQ, the more likely chances it will use its special ablility at certain times.

No I'd believe that is decided by Synchro.

synchro: the more PB you gain per received damage
IQ: strength of any mag action, PB blast, triggered stuff like resta and invincibility.
