System restore problems(Fixed now)

Just give a rundown of what issues your pc is having. If there are corrupt/missing system files causing issues (including system restore from being run) then you may need to do a repair installation. If it's a problem with virii/spyware/malware preventing system restore from running then you'll need to try and clean yourt system as best as you can (using a combo of different virus scanners, different spyware scanners and also a registry cleaner - all of which are free and I can link tothem for you.)

Do you recall anything in particular that happened just before your pc starting acting weird? Has it done this in the past, and have you remedied the issues by running System Restore?
