You have to be online, do the Gallons shop quest, and trade PD's for added percents.

You need to have done the East/West Tower (I can't remember exactly which one) sidequest with Paganini to be able to add %'s.

i upped the %s on my guns but cant on double cannon

100% dark thats all not even in 3 areas

Were you trying to add it to dark? If so, then that is your problem. Can't go higher then 100%.

it didnt even let me choose what 1 i wanted to put it in

You may not have the correct item counts.

You need either:
20x Photon Drop to add 5% to an area,
or
1x Photon Sphere to add 30%

You may need to add %'s in the same difficulty you completed the Tower subquests on.

I would guess the dark % is stacked thrice. If it is, you wouldn't be able to add %s to other areas.
