What classes can use what weapons.

I have so many questions~
Anyway, I was playing with my RAcaseal this afternoon. I found a partisan, but I could equip it! Sorry if this is old news, but that is AWESOME. I loved using them, and now I can! Is this RAcaseal only? Or can the other rangers use them?

I can confirm these weapons:
Handgun
Rifle
Partisan
Saber
