RAmar(l)s and HUmars

Why can RAmars and marls use level 20 techs and HUmars cant? Is it because they are ballanced anywyas?

RAmarls were given more MST, enough to use those types of techniques. HUmars and RAmars can't use those techniques because of their lack of MST.

Also, it's a gender-based thing. Males have more melee skills, while females have better magic skills.

Yeah, HUmar/RAmar are Lv15 techs, Lv5 Anti, Shifta/Deband for RAmars, Jellen/Zalure for HUmars, whilst RAmarl/HUnewearl have Lv20 techs, Lv7 Anti, and S/D/J/Z.
