Website Creation Tools

I was wondering if anyone could provide me to somewhere i could get tools to create a website. I would use Macromedia Dreamweaver, but it seems i've gotten rusty at that and want something with more of a basic layout provided and i work around that.

Get a template and work at it in Dreamweaver.
