Stink Frame and other armor?

I remember reading something about combining a Stink Frame and armor cells to create PW: De Rol, Negal, ect. Now exactly how many photon drops do I need to get one? I used to have a link to a guide, but it doesn't work anymore. :/ Also, does anyone know if these armors have improved since the GC version?

Also, what armor do you combine with what item to make a brightness circle?
