Error 192 -=.=-

Apon signing up for PSU Guardian License it gives me an error 192 your account has been flagged for high risk and thus your CC has been rejected, wtf is going on here? I've tried creating different accounts and it gives me the same thing, this Credit Card has money on it, plenty of that, but i still dont get it

Ok so no one else is having this issue? i've tried 3 seperate accounts followed by 3 seperate cards
