you can check what your luck is, ingame, by toggling on your character name info above your head (ctrl for keyboarders)

you can also check out psupedias main page, it gives the daily luck there too

Most people say that to get the certain stars you have to be that certain class/race/etc.

I made a newman force, and got the full starz

Afterward, I made a hunter to see what happened, and i still got the full stars...

luck is based on your race and gender each day at midnight (PST) luck is reset and reallocated to new genders.
