Let's say that you have Ultimate (Forest through Ruins) open on one save, and you create another character on another save spot...

Can you start a multiplayer offline game with your high level character on Hard (or VH) and have you newly created character come and play in that game?

Basically hitting a monster with something that will at least damage the enemy a little with you new guy then finish off the monster with your other guy... so you can gain levels pretty quick with your new character?

Can this be done?

No. Online rules apply to multiplayer. To play in hard all characters must be level 20 or higher, vhard 40, ult 80

And likewise, if you haven't beaten a difficulty, but you have the level to play it online, you can play it offline.

So I could create a player and do what I said, but only in the Normal stages... til level 20... then Hard... til level 40... and so on...

Heres exactly how offline multiplayer works, its the same rules as online mode

Whatever Player 1s character has cleared in offline single player, is what will be available. If they haven't opened anything/everything, forest/vr temple (depending on the episode) will always be available on every difficulty

To start a game in hard mode, every character must be level 20 or higher. To start in very hard mode, everyone must be 40 or higher, and for ultimate 80 or higher. Even if you have two level 60 characters that have ultimate mode open in single player offline, they can't play it in multiplayer until both are 80
