Getting Online from Europe

Could someone help me get online i have entered all my details but am awaiting credit card details, it said that the address must match the billing address for the card. If it doesn't match does it still work or is it a bluff by Sega to try and stop importers? If this has been answered before could you please post the link here or explain how it works. It's a bluff enter all the details that you can with the real info then pick new york for state and for the phone number put 718 in the first box and a random 7 digit number in the 2nd box.

Me and 2 other people have done that and got online just fine.
