How do you call NPC's to fight with you in Missions?

I'm referring to Online mode, and I've heard people talk about calling an npc to help them fill there pt. Is this referring to your PM after its been leveled? Or is this referring to the NPC card I received after the Tutorial?

And how exactly do I call them?

You have to start the party, or be leader. Before going into the mission field hit F4>Form Party> then invite your NPC. You should have its partner card if you did tutorial.
