Yup, sure is... and it's not complete either, Brave Knuckle nor God Hand is listed, and I'm pretty sure there are more.

yes it was but we have permission directly from the author to post it.

Yep - it still appears to be plagiarism because of the line that says "this guide can only be published online at http://www.gamefaqs.com". I suggest getting a newer version from the author himself, if you really have permission. Sorry if I'm coming off as a jerk, but I get real suspicious when it comes to this sort of thing.
