I have a lv90 armor PM, but anyway.

The problem with this is that the synth success rate is 55% for me (I don't think it's a lot higher for lv100 ones). You need to negotiate what happens if it fails, etc. It's hard to find out if he really failed or he's just lying to you as well. It can open to drama easily...

If it fails then I'll get more mats to try again till all 3 attempts are used up on the board. If it succeeds the first/second time then I won't use the remaining chances and the other person can use the board how they wish.

True, people can be jerks and lie to make a profit(as can be seen by the thousands of shops that claim they are 50% off npc prices and are actually 50% more than npc prices...). 100 armor pm only raises the percent by 1. So I'd probably try even with a 90 armor pm.
