The way the official site makes it sound (http://www.smashbros.com/en/characters/chara3/index.html) is that it is a transformation. Kinda like Zelda and Sheik.

I kinda like this quirky approach at Wario... It lines very well with the feel of the Wario Ware games. But prhaps the Wii iteration of Wario Ware should be "choppy moves" http://www.pso-world.com/images/phpbb/icons/smiles/icon_razz.gif

They didn't really show enough of Fox for me to get a good impression, but it seems like he might have gotten an overhaul to his movesets. Afterall, Fox has stared in a number of games since Melee came out. Giving them alot more content to draw from for his moves. I forsee this change in Fox taking place, and Falco keeping the old moveset.

I'm a bit annoyed at Warios' movement as well. He's dressed like he is in Wario Ware, so I'm guessing they're just taking him out of Wario Ware and combining some of his old moves into whatever the heck he can do in those games.
