Whats the point of the GBA hook up feature?

They say that you can download games to your GBA and that there is a PSO Card Game for the GBA so that you could upload a mag onto ur GCN PSO file. So its what I heard. (Check gamespot but the link is probly locked)

You can download mini games from PSO onto your GBA. The first mini game is gotten after completing The Fake in Yellow. The rest of the mini games are not yet released.
