Evolution of the Plaintain Leaf?

Hmmmm. I have found this PLAINTAIN LEAF. description says "A huge leaf. Weapon becomes more powerful once in contact with water." So i tried the waterfall in Cave 2 and Rune 1. Well, no change. Could anyone please tell me about this "water"?
