Apparently, this forum has the least rules out of any forum I've ever been on, people have 0 respect for eachother, and there is disregard for any common courtesy. Is this normal for this forum?

Yes they are rules, I think there is violations for the forum and can easily ban people once they do something bad.

I'm not a mod, but I think it's safe to say that trying to get everyone to behave themselve is more than a chore with that many people.
