In it's description it says the regen feature is not functional. What do I need to do to make it functional or is it like Flowens Sword where there are a bunch of fakes and you have to find the right one?

It's Proto, not Photo...

It's only the prototype model. There's another one, I think it's called Advanced Regen Gear and the regen is functional.

Proto Regen Gears are useless then?

Pretty much. I have both the proto and advanced. Not only do you get back life each time you evade an attack, but the dfp and evp stats are higher with the advanced gear. And they both have the same level requirements.
