Can you get mag cells in ways other than the Halloween quest? If so please tell me how!

They can be found in vhard forrest, but they're very rare.

Did you get them from Al Rappies? I know on DC, Al Rappies would drop MAG cells for people (in VHard). However, I think they might have changed this on Eps. I & II.
