what level can i start obtaining them, also what is the best way to go about gathering them??

1 more thing... if i S rank the mission before that level... do i still get the 10 when i get the level and S rank it again??

For story missions, I believe thats the case.

Normal missions, they are only gotten from S rank missions, and getting an S rank on them, which gets you 1.

EDIT:That means the lowest character level possible is 35, at Unsafe Passage S
