1- In the MAG gallery Guide, what is "Bar fills"?

2- What is a Telepipe?

1) The effect that happens when the PB gauge reaches maximum (100).

2) Uh... have you even played the game? Telepipe is an item that casts Ryuker... err... basicly Town Portal. You find them in the first area.
