weapon glow

i was lookin at my friends game the other day i was like, omg. his weapons had a realy big glow comming from them.

is there a setting to need on to make them glow.
as an example of me. none of my weapons glow at all. i mainly use a death dancer but it is pritty much see through. http://www.pso-world.com/images/phpbb/icons/smiles/icon_frown.gif
