PSU-Item: Question about Whitill Wings

I just found the S-rank item Whitill Wings in story mode and am interested to know what the requirements are to equip this item. I looked in the item database and it gave no info on the requirements, so if someone could tell me, I'd appreciate it.

You have to use S rank armor to equip s rank units.
