Oh we figured it out, he made his support partner, that's why he wanted to use the terminal but he just had partners disabled in his camp ship, thanks though!
Probably means he didn't create his support character yet. If he hasn't done so yet, he has to pick up a CO from Koffie, then talk to the Arks Road NPC. Turn it in then go to the beauty salon and pick the second option to create one.
