No, it can be used by any Hunter-class member (see here). Only Skyly can find it, though.

It's pretty cool. I'dve preferred a different sound effect for its buzzing, but it's an otherwise satisfying sword. It's like a more powerful Last Survivor with greater HP drain ability. I was so thrilled when I got it off a Vulmer that I used it to mop the floor with all his buddies. I've actually been lucky enough to find two of them...

Altough i play that zone alot, for me it's a very boring area, if it weren't the rares i would do that zone lol.
