So actual dex is only boosted by leveling(skill points), and affixes dont count when it comes to weapons?

Under character info my DEX says 398, when I try to equip a weapon with 389 DEX req., It wont let me. Also, It shows my "current dex" at 308 on weapon info tab.

Got the PSO@proxy. Did error check via tweaker. Now It wont load past the beginning screen, keeps crashing..say it has stopped working.

I put in my login info, then i get this サーバーから切断されました。. translate to " It was disconnected from the server"...
