The skill ring titles are just for getting certain numbers of rings to a milestone grind level (5, 10, 20)

I haven't gotten there personally but I've seen screencaps that indicate safe is the lowest it goes for grinding rings, meaning a 30% should guarantee success no matter what.

Yeah if that's true levels past 11 are worthwhile to give you more room where it's in effect but it's pretty expensive!

They're apparently rare items that drop from mining which caused me an irritating tease once when i thought i got a gem i needed for my ring and it turned out to be something useless

I don't think anyone knows yet. If they do transfer the shop over it'll probably just be everything minus the donut though.
