Tokyo is way more situational than Ares with Ketos Proi. But yes, if you're using other PB action than Ketos Proi, or can deal with the conditional damage boost from Tokyo.

Doing with no gear, units is kinda suicide, even if the mob is ridiculously weak in HP, since their damage is still scale to your level.
