The latter ones where the bosses are level 70. Higher level - more items from bosses - greater chances for rare drop.

I assume for a 13-star grind, the easiest/cheapest/least stressful thing to do would be a to use a skip to +7, then use helpers for the next 3. For AC items, it seems the cheapest are around 225k. ...

For a few extra steps and some risk, you can get Ability III on your items. For weapons it's not quite as risky as the fodder is cheap. I've done it for units, and my ass puckers every time.
