It's almost no difference you anyway go for S1 PPR, S2 -PPC, S3 PPR or S1 -PPC, S2 -PPC, S3 PPR.

Yes i think it should work for lightning/ice, since all this tweaks are more focused on better DPP then actual dps + some forgotten techs revival, the best weapon probably Aura with battle coins...
