It's already good 2 SP 105%, 4SP 109%, 5SP 110%, % drops with SP invested, and with 2 SP i still can use it core is here, it's not required 5 SP to be able use it.
i think it is, and lvl 2 is 105% fine if you plan save SP for something else.

Yes heads have x2 multiplier for shooting type dmg, thats why its called HS(Head Shot), of course it's useful not on any enemy, but if head easy to hit shooting attacks excel here.

Well if its 100% accurate and there almost no dmg spreading you can skip WAC, but in case of Valkyria R25S its 1.1 crit dmg * 1.06 weakpoint * 1.03 crit strike shooting ring = 1.2.

Weak Critical is fine even without weapons like Valkyria series (+10% crit DMG), its removes 90-100% dmg RNG.
