I only use 50% Meseta tickets and I've gotten 2 Neros every PD. I also got 77 Austere weapons as drops. I'm currently in Ship 0 and the meta there is Meseta boosts > all. I'm sure it's the way...

Looks like it. It's a Level 65 Bal Rodos, which means it isn't VH AQ (caps at 60) or SH AQ (which starts from 66 onwards I believe).
